When parents and members of the general public suspect a school district, charter, or other education service provider is violating school laws, they can file a complaint with the Texas Education Agency. The links below provide information about and resources for the agency's complaint process.

Report Fraud, Waste, and Abuse
TEA accepts reports of fraud involving education programs and funds. Other fraud complaints are handled by the State Auditor's Office.

TEA Customer Service Complaints (Compact with Texans) 
Under state law, government agencies are required create a "Compact with Texans" that sets customer service standards and outlines the agency's procedures for responding to public contacts and complaints.

TEA only handles complaints related to Texas school law and the agency itself. The above link includes information about where to file complaints about discrimination, hazardous conditions and health standards in school facilities, violations of the Family Education Rights and Privacy Act (FERPA), and other issues not directly related to school law.

Complaints About School Programs or Employees

Complaints about school employees and general education programs, including Title I services, are first filed locally and addressed by the school administration. The school board has primary responsibility for ensuring that the school laws are followed.

Local complaint policies require individuals to present complaints in writing. A person may request to appeal the superintendent's decision to the school board. It is very important to follow the steps and the timelines required by the district's policies and procedures. School administrators and the superintendent's office can provide copies of the complaint policies and forms.

If you believe the actions or decisions of a school board violate school laws, you can appeal the school board's written decision to the commissioner of education. Hearings and Appeals are provided for under Section 7.057 of the Texas Education Code, and the person must follow the procedures described in Section 157.1073 of the Texas Administrative Code.

Complaints About Educator Preparation Programs

Educator preparation program (EPP) candidates and applicants can file a complaint against that EPP if they think it did not fulfill requirements for certification or broke the law. EPPs may also file a complaint about the actions of other EPPs on behalf of a candidate transferring into their program.

The TEA Office of General Inquiry can answer questions about school programs and services and explain parent rights and responsibilities under Chapter 26 of the Texas Education Code. Commissioner Williams seeks extension of ESEA waiver and extends teacher, principal evaluation and support systems pilot

  Commissioner of Education Michael Williams has sent a letter to U.S. Secretary of Education Arne Duncan seeking an extension of the state’s waiver from the Elementary and Secondary Education Act (ESEA). In the letter, he also notified Secretary Duncan that the state would be adding an additional year to the pilot program for the new teacher and principal evaluation and support systems.

TEA launches federal grant flexibility initiative

The Texas Education Agency (TEA) has launched a federal grant flexibility initiative aimed at providing increased flexibility to grantees, including school districts, charter schools, education service centers, colleges and universities and non-profit entities that receive certain federal education grants administered through TEA.

Commissioner Williams names Beaumont ISD Board of Managers

  Commissioner of Education Michael Williams today announced his appointments to a seven-member board of managers for the Beaumont Independent School District (BISD). The board of managers will be responsible for overseeing the management of the BISD, including oversight of the district’s efforts to address and correct identified deficiencies and to implement effective, structural and procedural improvement strategies for long-term, positive change.

TEA advises districts of Community and Student Engagement deadline

The Texas Education Agency has advised all school districts and charters of the summer deadlines to submit locally-assigned performance ratings. Under House Bill 5 passed last year by the 83rd Texas Legislature, all districts are required to evaluate the district’s performance and the performance of each campus in regard to community and student engagement.
