Program Evaluation: Campus-wide Reform Projects
Campus-wide reform efforts aim to have a substantive and lasting impact on the manner in which education services and programs are administered on a campus. Grant programs that target campus-wide reform do not target a specific population of students, but rather positively impact all students on the campus through improved instructional practices, management approaches, organization, and other whole-school changes.
High School Redesign and Restructuring (HSRR) Grant Program
HSRR was designed to provide high school campuses rated "Academically Unacceptable" under the Texas accountability rating system with the resources to build capacity for implementing innovative, school-wide initiatives designed to improve student performance on the campus. Additionally, this grant seeks to create demonstration projects that will provide case studies and models for successful practices in turning around low-performing high schools. Comprehensive School Reform (CSR)
CSR was a federally funded, "competitive discretionary" grant program that provided funding to low-performing elementary, middle and high schools to foster coherent school-wide improvements that cover all aspects of a school's operations, including (but were not limited to) sustained professional development, enhanced involvement of parents, and curriculum changes. The CSR grant encouraged schools to examine successful, externally developed models for inclusion in their comprehensive school reform efforts that have well-researched and well-documented designs for school-wide change and that have been replicated with proven results.
Investment Capital Fund (ICF)
The ICF Program was created in 1995 by the 74th Texas Legislature for the purpose of supporting campus deregulation and promoting community engagement in schools. The program required participants to plan for the integration of business and community partners and to train teachers, parents, and community members in academic matters.
